How to Write a Letter to Labour Commissioner for Allowing to Sales Scrap Materials at Reopened Factory

Dear Sir,
Sub: Proposal for Disposal of Scrap and unusable Materials.
We would like bring to your kind attention that after reopening of the factory on 17.05.2025 as per the directive of Hon’ble High Court, Orissa, the Management took stock of the situation of the factory premises as well as the offices and it was ascertained that there were a considerable damage of the entire factory premises including plant and machinery. Almost everywhere there are damages caused by hooligans and outsiders. Even after deployment of adequate Security personnel after the reopening of the factory, they are unable to control the hooligans who are breaking the factory boundary wall at many places and intruding inside the factory in large groups with arms and ammunitions and breaking and taking away the plant, machinery, materials, scraps, raw materials, etc., as and when they please. The incidences of such theft have been reported to the Local Police Station on several occasions and they have also ceased such theft materials on many occasions.
Under the above circumstances, it has become necessary to sell out the scraps and other materials which cannot be used in any production activities so as to prevent mischief mongers from committing theft and further destroying the properties of the Company. We would also request you to recall that the matter was brought to your kind attention through our counter submitted before your good self on 06.09.2025 and same was not accepted by the representatives of Workers’ Union during conciliation proceeding.
We would, therefore, once again request you to allow us to dispose of such unusable materials so as to prevent further destruction of Company’s properties. As already proposed earlier during conciliation proceedings, the sale proceeds of these materials shall be kept deposited with your office or in any other manner as may be directed by you and to be utilized only for the payment of the workers dues.
We would appreciate your early decision in this regard so that further theft and destruction of the properties of the Company can be arrested at the earliest.
