Respected Madam,
We informed earlier that we purchased the Plot No. KL5-55 at Industrial Area, Neemrana from the Official Liquidator of M/s Starnet Technofab Ltd ( in liquidation) attached to Hon’ble High Court of Rajasthan, Jaipur Bench, Jaipur. The Conveyance Deed dated 28th Nov, 2015 entered into between the vendor, the Official Liquidator of M/s Starnet Technofab Ltd ( in liquidation, and us, M/s Stabnet Traders Private Ltd, the purchaser is attached herewith for your kind perusal. The Official Liquidator sold the property to us on the terms & condition duly approved by the Court.
The entire unit of M/s Starnet Technofab Ltd ( in liquidation) comprising of Land & Building, Plant & Machinery, Furniture, Fixtures & Stocks/stores were sold by inviting offers for sale of Assets and the highest offer of Rs. 5,50,00,000 ( Rupees Five Crore Fifty Lakhs only) given by us for the said moveable and immoveable assets were accepted by the Hon’ble Company Judge of Rajasthan High Court at Jaipur Bench, Jaipur.
Letter No PTL/Auction/1/1747 dated 14-11-2015 issued by the office of Official Liquidator, Jaipur for execution of conveyance deed by paying the requisite stamp duty is attached herewith. We paid the Total Stamp Duty of Rs.43,06,995/- ( Rs. Fourty Three Lacs Six Thousand Nine Hundred & Ninty Five only) for registration to the office of Sub Registrar, Neemrana, Alwar, Rajashtan. The official receipt of the same is attached herewith for your ready reference.
Possession Memo No. PTL/AUCTION/011 dated 03-02-2015 issued by office of the Official Liquidator, Jaipur for the said unit comprising of Land & Building, Plant & Machinery and other Miisc fixed Assets including Furniture, Fixtures, Stores / Stocks etc issued in our favour is attached herewith for your ready reference.
The unit purchased by us was in full fledged operation but was making huge lossess. Indeed, the erstwhile owner became Sick and went into BIFR. We also put our resources and run the factory but the profitability could not be achieved due to several reasons. We had done investment into this unit to earn revenue out of it but could not achieve the desired result. Thereafter, lot of thefts happened in the factory premises and we made several complaints to local police station and also to RIICO about the encroachment of Boundary walls by unauthorized road side huts / shanties which were prime source of accused. Our last complaint letter to RIICO dated 20th March, 2015 addressed to Mr Sudhir Lohiya, Sr Regional Manager, EPIP, Neemrana about encroachment and theft and our complaint letter dated 25th March, 2024 to Shri A P Jain Sr Regional Mgr, EPIP, Neemrana is also attached herewith for your ready reference.
Inspite of we being there since the year 2015 and were in communication with the office of RIICO, EPIP, Neemrana. To our utter surprise, we received first time intimation from RIICO for demand of economic rent and service charges vide letter no. 4001 dated 19/06/2025. We raised our categorical objection for the same. Thereafter, we again received a demand letter no. 7900-15 dated 22/12/2025. We pointed out the mistakes / issues in the said demand letter. Then again we received a revised demand letter no. 9311-44 dated 19.02.2026 through Email and asking us to pay in very little time. Although, the said demand letter was also defective because in the said demand letter Economic Rent was charged to us from 1997-98 to 2025-2026 though Service Charges was charged from 3.2.2015 to 29.2.2026. Vide our letter dated 22/2/2026, we pointed out the mistake but paid the up to date part of Economic Rent applicable to us.
We requested for the waiver of interest charged to us . Because, demand note was raised to us for the first time in the year 2025-26 by RIICO. We had deposited the entire amount of Economic Rent for the period from the year 2004-05 to the year 2025-26 amounting to Rs. 63,235=84/- on 22.02.16 and also submitted cheque no. 308123 dated 12.03.2026 amounting to Rs. 37,64,305=00 for Service Charges and cheque no. 308511 dated 12.03.2026 amounting to Rs. 3,90,875=00 for Service Tax thereon. But inspite of that the Cancellation Order no. 10111 dated 31.3.2026 issued to us by the office of RIICO, EPIP,Neemrana. As this cheque had been returned to us, We once again deposited the new cheques no. 308111 & 308112 amounting to Rs. 37,64,305=00 for Service Charges and Rs. 3,90,875=00 for service tax thereon respectively to your good office. But that has also not yet been encashed by RIICO.
We humbly pray hereby to kindly set-aside the Cancellation Order no. 10111 dated 31.3.2026 issued to us by RIICO without any charge or otherwise. We hereby firmly assure to regularly pay the Economic Rent and Service Charges along with Service Tax here onward on due dates.
